USGA rules will be used except were modified by league rules.
(1) Time and Place: Chenango Valley State Park, Thursday evenings with pre-scheduled starting times commencing at 4:00pm and no later than 5:00pm unless otherwise agreed to by all team members of the match. (See rule 7(a).)
(2) Greens fee is to be paid by each golfer.
(3) A prize money assessment (dues), as determined at each Spring kickoff meeting, shall be required of each member and will be due on or before the first scheduled match of each season. All prize monies will be pooled for weekly prizes (as stated in rule 8), a year-end cookout, and season prizes. If a team member's dues are not paid prior to the start of the second match, his team will forfeit all matches until his dues are paid.
(4) Each team will be composed of two players, with the privilege of picking your own partner. However, all new members must be approved by a unanimous vote of the members present at any meeting for that purpose before the new member is notified.
(5) Handicapping will be done by the handicapper, who will be the final authority in all disputes between teams and players. In cases of settling disputes, or in any others matters, rulings will be provided along with the other three members of the executive committee.
(5a) For handicap purposes, a maximum of two (2) strokes over par will be allowed on each hole when computing handicaps.
(5b) However, for scoring of best-ball and aggregate points on each hole, the actual number of strokes taken on that hole shall be used. (See rule 7)
(6) Matching of cards shall be permitted. (The match shall be done in two weeks)
(7) Scoring will be based on the best-ball and aggregate for each hole (four points).
(7a) If a team is scheduled to play a team that is absent, the team present will be awarded a maximum of twenty (20) points. However, at least one member of the team that is present must play the round to maintain score input for handicap purposes. Competing teams, by mutual consent, may play their match prior to, but not later than, the scheduled night.
(7b) Deleted
(7c) The maximum number of points a one-member team can take from a two member team is twenty four (24). The two member team may claim all the points they win.
(7d) At the end of the season the team having the most points will be declared league winner regardless of championship tournaments held.
(8) Weekly prizes will be as follows: One golf ball each for Low Gross and Low Net. In the case of ties, duplicate prizes will be given. However, a player can not win the same prize in consecutive weeks.
(9) The Executive Committee will determine a rain-out, and cancel the match accordingly. If power carts are not allowed on the course due to course conditions, the match will automatically be canceled. All canceled matches will be replayed from the beginning.
(10) All cards must be signed and turned in to the handicapper on the night of league play, or the match will be construed not to have been played. Make sure the entries on the cards are legible, and clearly note the holes won by each team.
(11) Unsportsmanlike conduct will not be tolerated. All such complaints will be submitted to the Executive committee, which may demand the resignation without dues refund of the offensive member.
(12) Players absent or late without valid reason may be asked by the Executive Committee to resign. Recommendations, in such instances, will come from the handicapper who maintains record of such inconsiderate actions.
(13) State Park rules shall be played in all cases. However, you may improve your lies by one club length, but not nearer the hole, in the rough as well as the fairway, except for unplayable lies or moving the ball from the rough to the fairway. Furthermore, balls may be substituted at any point in play as long as your opponents are notified. If a ball is disturbed or replaced in any natural hazard, the man guilty of the infraction is penalized two (2) strokes. If a ball is hit out of bounds or a ball is lost this will result in only a one stroke penalty and play resumes from the rough nearest the point where the ball went out of play, no nearer to the hole. Where not specifically covered by the above rules, play will be in accordance with USGA rules.
(14) Only putts under twelve (12) inches may be conceded by opponents. This is necessary so that handicaps can be accurately computed.
(15) The Secretary must publish the results of play and its affect on team standings weekly.
(16) Members playing in this league this season will have first chance to continue in this league next season, if they so desire.
(17) New rules are not to be incorporated without the majority approval of the league members.
(18) The Executive Committee is as follows: President, Vice-President, Secretary-Handicapper, and Treasurer.
(19) If there’s a hold-up on the scheduled nine for reasons other than Wildcat League play, the alternate nine may be used, provided a unanimous approval of the two teams is reached.
(20) The last Saturday in September shall be the date to be utilized for setting up the annual member-guest tournament and outing. This may be amended by membership vote at the annual kick-off meeting in the Spring. The year-end tournament will be held no later than the first Saturday in October.
(21) Play will be from the white tees at State Park, except for hole #8 which will be played from the blue tee. League members and substitutes that have reached 65 years of age on or before the 1st scheduled league match may elect to play from the gold tees. However, they must declare which tees they are going to play on the first night of league play. Once the decision is made they must continue to play from those tees for the entire season. If a member turns 65 and elects to play the gold tees, their handicap will computed as if a new player (will not use the prior year’s handicap).
(22) The first league match each year will be played on the last Thursday in April.
(23) An annual kick-off meeting will be held at least on week prior to the start of the season to elect officers for the coming season, and to conduct other business that is necessary. The Secretary will inform previous year members of this date.
(24) The last round of the season will be a position round. If the top two teams finish in a tie for first place, the winner will be determined by a sudden death play-off at the earliest convenience of the two teams.
(25) If both Wildcat team members can’t play a particular match, two substitutes can not be used in place of the Wildcat members.
(26) At the year-end tournament, if a member can’t play and he sends two guests to play in place of him and his guest, both guests must pay for their meals.
